General Membership Meeting Minutes, 14 Sep 2017



Call to Order

The membership meeting was held at the Masonic Lunar Lodge #918, 740 Eastview Drive, Madison starting at 7pm.  Meeting called to order by Commander Carlos Woods. Prayer was given by Tom McKinney.

Legionnaires in attendance were Commander Carlos Woods, Adjutant Larry Vannoy, 1st Vice James Vance, 2nd Vice Earl Watts, Judge Advocate Chris Brown, Sgt of Arms Mike Marcel, Finance Officer Leondra Kelley, members Bill McGahey, Brady Rogers (new transfer to our post), Tom McKinney, Jimmy Harris (just joined the post, recruited by Tom McKinney), Larry Frakes, David Shelly, Andrew Caudle, Michael Gronkowski, Cherish Croft, Donald Rice, Lester Barnard, Richard Blanton and Max Riddle.
Approval of Previous Minutes

The 10 August meeting minutes were reviewed and approved by the members present.  


·       Sick and Shut in:

o   Edward Durst has COPD and is in Huntsville Hospital.

o   James Mabra just had part of his foot amputated due to Agent Orange and is in recovery.  More medical procedures may be required.

o   Commander Woods recommended that we come up with a more formal notification process for those members that are having health difficulties or lost due to death. Members also need to be aware that as legion members we have an accidental death policy from the American Legion.

o   Also, we need a process for getting members to the meeting that cannot drive.


·       Adjutant:

o   Larry Vannoy reported that we currently have over 55% of 248 members renewed for 2018 thus far.  We need to get the remaining members to renew before 31 December.  It can be done online at www.legion.org or by mailing a check for $45 to American Legion Post 229, P.O. Box 194, Madison AL 35758.


·       Finance:

o   Finance Officer Leondra Kelley presented the current status of our post accounts.   The finance report was approved by the members present.  Post home fundraising will be the next initiative.


·       State of the District/County Report:

o   A state meeting is coming up the 22nd and 23rd of September in Montgomery.  Vice Commander Pinkerton may be representing our county.  

o   On the 26th of September, we are going to have our County meeting at Post 237 in Huntsville.  One of the main subjects will be the Oratorical Contest taking place in January at Madison City Hall. Post member Tom McKinney will take the lead for the county.

o   Commander Woods has sent out via e-mail a schedule of Post 229 activities for the rest of the FY.  The calendar is also posted on our web site, www.americanlegionpost229.org.

o   We are hosting the district meeting on December 3rd.  Currently we don't have a location identified for the meeting so we’ll be talking to the district commander about our options and come up with a plan.


·       North Alabama Veterans Fraternal Coalition NAVFOC:

o   We hosted the 6 September NAVFOC meeting at the Madison Senior Center. (1st Wednesday of every month).  Several officers in our post attended.  Visit their web site at: http://navfoc.org/ for details on the organization and area veteran’s related schedule of activities.


·       Disabled Veterans (DAV):

o   Nothing new to report.


Committees Reports:


·       Americanism Committee

o   Legionnaire McKinney introduced Jim and Christy Harris who just transferred to our post and are Gold Star and Blue Star parents. 

o   Brady Rogers was also introduced; he is heavily involved with the Civil Air Patrol.

o   McKinney stated that he and Adjutant Vannoy visited the City of Madison police chief, Dave Jernigan and fire chief, David Bailey.    McKinney intends to meet with the chiefs to talk about the American Legion and annual awards we would like to be part of presenting. Both the Fire Fighter and Police Officer of the Year have been selected.  Depending on the bio on the selection, we may or may not be promoted to the state level competition.  The membership approved $250 for the awards to the award recipients.


·       Monument Committee:

o   Stark construction and Sequatchie Concrete have volunteered their services and materials to install the concrete base around the 3 flag poles.  The plan is to have it in place in time for the Madison Street Festival on the 7th of October.

o   James Vance has just submitted 9 paver applications to Clark Memorial.  Three more arrived today.

o   A draft article has been prepared and is being sent to the Madison Record for an article.


·       Membership Committee: 


·       Post Home Committee:

o   Adjutant Vannoy stated he had met with the city about a property that some of the officers had taken a tour of on Tribble Drive.  The property will have to have a sprinkler system installed which would run into the tens of thousands of dollars in addition to the cost of the building itself.   We are keeping our eyes open to other possible facilities.


Unfinished Business

·       Madison Street Festival:

o   We are planning on selling fruit parfaits and providing membership and paver information.

o   We are going to be seeking assistance for the festival.  Messages to the membership will be sent out in the near future.

o   We are also looking at having a snow cone trailer where part of the profits will come to the post.


   Storage Facility

o   The membership approved $3,300 towards the purchase of an 8 X 40 foot storage container.   We anticipate getting a draft agreement from Madison Utilities within the week to review.  The desire is to get out of our current storage building by the first of October.


   Women’s Auxiliary

o   We are looking at starting a Women’s Post Auxiliary.   During this year’s recruiting effort we have found that there may be enough interest in starting the auxiliary.  Contact Commander Woods or 1st Vice Vance for more details.  The State Auxiliary commander will be here at the next meeting to discuss the auxiliary.



New Business

o   Post member and Huntsville VFW Commander Mike Gronkowski asked for financial assistance for a veteran who evacuated to the Huntsville area from Tampa during the recent hurricane.  His automobile has failed and needs funds to ship it back home.  The membership agreed to contribute $200 towards the cost.

o   Cullman and Decatur legion posts are accepting donations for hurricane victims in Texas and Florida.  Contact those posts if you want to make a donation.  Our post may want to make a financial donation, we will bring up the subject at the next meeting.



·       Veteran’s Day, placing flags will take place on Saturday 4 November at 9 AM.  Be on the watch for an email providing more details.

·       Poppy Day Sales 4-5 November at the three local Walmarts, 10 AM – 4 PM.
